67. Urban Food Insecurity and Coping Mechanisms A Case Study of Lideta Sub-city in Addis Ababa

In 2009, FSS carried out a qualitative study of the state, causes and impact of household food insecurity, as well as their coping mechanisms, using the case of Lideta Sub-city in Addis Ababa. The study found that food consumption among the poor households that it covered had declined to very low levels over the last several years. The food consumption for an average individual amounted to one piece of bread per individual or even nothing for breakfast, half an injera with shiro of variable quality or some qollo for lunch and the same for dinner.

This study examines broadly the Federal land policy framework as well as legislation pertaining to land issued recently by the four main Killils, namely, Tigrai, Amhara, Oromia and Southern Killil. It also looks into the new initiatives undertaken by the government to address the problems of tenure insecurity, namely user right documentation, underway in Amhara and Tigrai, and resettlement.

The focus of discussion of FSS’ Series of Poverty Dialogues has been the Interim Poverty Reduction Strategy Paper (I-PRSP), which the Government of Ethiopia had submitted to the World Bank and the IMF. The public discussions have provided appropriate forums for different stakeholders, including the government, the business community, donors and civil society organizations to conduct a meaningful dialogue on enhancing their participation in the PRSP process. Apart from sensitizing the Government of Ethiopia about the need for civil society participation, the public discussions have also generated constructive suggestions to improve the poverty reduction policy document.
